The State Water Resources Control Board adopted ORDER WQ 2022-0103-DWQ on December 6, 2022, as a reissued statewide Waste Discharge Requirements (WDRs) General Order for Sanitary Sewer Systems. This order replaces the previous Order 2006-0003-DWQ and became effective on June 5, 2023

Purpose:

The General Order regulates sanitary sewer systems that convey untreated or partially treated sewage to prevent spills and protect water quality. It applies to systems owned or operated by public entities, private companies, or non-governmental organizations under specific conditions such as system size, history of spills, or proximity to surface water.

Major Updates:

  1. Expanded Regulatory Coverage: Includes privately-owned, federally owned, and non-governmental sewer systems at the discretion of Regional Water Boards. And expands protections to waters of the State (surface water and groundwater), not just waters of the U.S.
  2. Prohibitions: Prohibits sewage discharges to waters of the State unless properly cleaned up and reported.
  3. Climate Change Considerations: Requires agencies to address climate change impacts on sewer systems through system-specific plans.

The SSMP prepared by the Victor Valley Wastewater Reclamation Authority (VVWRA) is in compliance with the Waste Discharge Requirements (WDR) and documents the VVWRA’s system-specific plans and programs for operating, maintaining, and managing its wastewater collection system.
